Take a look at Gardner, KS. Perpetual construction for the past two years, and no end in sight. Quick to tear it up, but slow to finish. Always to wet, or to dry, or to sunny, or there was a cloud in the sky.
I suppose its what you get when you take the lowest bidder.
Worst ever. Hurting business in Gardner, aggravating the locals and visitors alike.
