Department did nothing with application to renovate a small residential kitchen - for 8 weeks. Had to go to 1st selectman er to get the department to review the application and issue permit. Then the department sat on application to add propane for the stovetop. No questions, nothing missing from application. Again I had to go to 1st Selectman’s office to get the permit reviewed.

From my experience, If treated with respect, everyone is friendly and helpful. The town of Guilford has a process, you can’t avoid it. Take time to talk to them in person, understand what is required and give them what they need to make it as painless as possible. Are other towns more lenient? Yes. Does this mean they are bad as what they do? No.
Plan ahead and you’ll be good.

We had Solar Panels installed on our home in early September of this year (2020). As with everyone else in the state we were tired of being destroyed every time we opened our monthly Eversource bill. The process for this is unfortunately incredibly slow as it is just to get the approval for the panels but nonetheless we finally had them on. On September 18th a Town of Guilford Building Inspector came out to our house and was there for a total of five minutes at which time we were informed everything was up to code. The last step in this process is having the town send the approval to Eversource then they take the final step to activate the system. We waited several weeks as we understand nothing happens over night. We were in contact with the solar panel representative who claimed it was out of his hands and up to the town which can take weeks. He made several calls on our behalf to Eversource and they stated nothing had come through from the town. Finally on November 2nd we had had enough and we emailed and called the Building Department ourselves. Kimberly stated in an email that the approval had been sent to Eversource weeks ago but she would send it again. Just as we were about to contact Eversource, we recieved a call from the solar representative. He claimed that Kimberly had just told him that our home was never inspected from the town. As a result my wife called, Kimberly, and asked why she initially said the approval had been sent. Kimberly claimed that she accidentally mixed up our address with our nieghbors who also have solar and she confirmed that our house had not been done yet. My wife informed her that someone had looked at the panels as she had a conversation with the inspector. Kimberly stated that she would, "Check one more time" and suddenly she found in the system that someone had inspected the home. When my wife asked why this happened she made reference to it being in a calender and not in the department's system. Kimberly offered a half hearted apology and said, "Well Eversource has it now". So now not only did we lose out on 45 days of our panels providing power we now have to pay another large electric bill. On top of that the panel payments begin so its going to cost twice as much instead of lowering our bill. My advice is when doing anything with the town stay on top of it because honestly it seems like the Building Department could have cared less.

I am not really sure why they have a phone number listed on their site, no one answers or calls you back. I have been trying to reach them since last week. No return phone call, no response whatsoever. I will update this review if someone from the building department sees fit to respond.
